Theo như em tìm hiểu thì relay làm việc như cái công tắc. Cho một dòng điện nhỏ đi ra thiết bị xài dòng điện cao hơn.

In some cases the problem is not that the horn won't stop blowing, but that it won't blow at all. If your car's horn won't blow or toot or play "Dixie" then the first step is to check the fuse and the relay. Yes, the horn relay is certainly a possibility, but a blown fuse can do it the trick as well. Check the fuse and, if blown, replace. If the fuse is all right and the relay is just fine, you'll need to conduct further testing or take it to a mechanic. If you choose to test the horn yourself, disconnect the wires going to the horn and connection a jumper cable to the positive terminal of the car's battery. If the horn does not sound when you do this, attach a second cable to the battery's negative terminal. If this causes the horn to blow, the problem is that the electric ground is defective. You can fix this by removing the bolt mounting bolts and cleaning the threads. Once the threads are clean, retighten them and refit the connection.
